The Kativik Regional Government (KRG) is a supra-municipal organization with jurisdiction over the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a dynamic and resourceful individual with excellent leadership skills and sound legal knowledge to work in the capacity of:

ASSISTANT DIRECTOR
LEGAL, SOCIO-JUDICIAL AND MUNICIPAL MANAGEMENT DEPARTMENT
(PERMANENT, FULL-TIME)

Reporting to the Director of the Department, the Assistant Director is responsible for assisting in the efficient and effective management of the Department. More specifically, the Incumbent will:

  • Participate in planning, supervising and coordinating the activities of the Department; 

  • Supervise the work of the employees of the Department (1 coordinator and 17 unionized employees including 3 legal councilors); 

  • Provide sound legal advice and counsel to the KRG and the 14 northern villages (NV) in Nunavik on all aspects of the Act Respecting Northern Villages and the Kativik Regional Government and on the other legislations and regulations relevant to the KRG and NV's mandates and activities;

  • Participate in the planning, implementation, monitoring and evaluation of operational objectives of the Department;

  • Prepare and review various legal documents including resolutions, ordinances, contracts, reports, agreements and legal opinions; 

  • Follow-up on litigation files and insurance-related matters involving the KRG and the NV;

  • Oversee the operations of the Offence Management Bureau, which processes the NV penal statements of offence in Nunavik;

  • Oversee the coordination of the Crime Victims Assistance Centre in Nunavik ('Sapummijiit') as well as the Community Reintegration Program in Nunavik; 

  • Take part in the preparation and follow-up of the budgets of the Department; 

  • Establish and maintain positive relationships with the representatives of the NV and the various actors of the justice and socio-judicial fields;

  • Perform any other duties as requested.

POSITION REQUIREMENTS:

  • Member of the Barreau du Québec;

  • Minimum of seven (7) years of law practice;

  • Minimum of three (3) years at a management position;

  • Knowledge of the penal chain actors work and the services offered to victims and offenders in Québec is an asset; 

  • Demonstrated strong leadership, organizational, and interpersonal skills;

  • Good problem solving and decision making skills, initiative and determination;

  • Ability to work under pressure, prioritize tasks and respect deadlines;

  • Past work experience in a cross-cultural environment is an asset;

  • Proficient in the Microsoft Office Suite as well as other relevant software; 

  • Written and oral working knowledge of at least two (2) of the following languages:  Inuktitut, English and French;

  • Be willing and available to travel to all 14 NV in Nunavik and outside the region.

Place of work: Kuujjuaq

Salary:        Minimum $81,612 Maximum $112,216
