Bring your leadership skills and your legal expertise to this Vice President, Legal Services position (Located in one of our sites in Canada).

This permanent-full-time position, reporting to the Chief Financial Officer, is an exceptional opportunity to become a member of CMHC senior management team, where you will provide strategic leadership to the Legal Services function. This involves being accountable for and leading the provision of legal expertise and support on all of the Corporation’s business and relations to the organization.

How You Will Be Contributing

  • Manage the legal affairs of the organization, providing advice and counsel to the President, Board of Directors and members of the management team on all legal matters affecting CMHC.
  • Provide strategic direction, substantive input, and recommend options and courses of action to complex legal issues anticipating potential issues by providing problem resolution and decision-making to enable the successful operation of the Corporation.
  • Oversee all legal matters related to the day-to-day operations of CMHC. Provide legal counsel to officers, directors and staff on all matters involving legal issues, including litigation management, dispute avoidance and resolution.
  • Oversee the development of briefings to Senior Management, the President, the Board of Directors, and the Minister’s Office and by being accountable for legal sign-off and concurrence with the content of management submissions.
  • Oversee legal implications, requirements and the legal risks related to the highly complex capital markets and securitization areas.
  • Review strategic corporate documents such as Cabinet Documents, and Treasury Board, Management and Board of Director Submissions, and provide a range of expert advice and guidance on matters of a complex or highly sensitive nature.
  • Oversee and manage external counsel working on high profile or complex matters;
  • Oversee the management of a commercial and public enterprise on behalf of the Government of Canada.
  • Provide strategic leadership in the management of the Legal Services function by creating the organisational conditions required to develop: the strategic framework, the long-term vision, objectives clarity and purpose.
  • Provide coaching, mentoring, ongoing feedback, advice and guidance to direct reports.
  • Be accountable for the development and management of the annual budget ensuring that funds are used effectively and in accordance with appropriate financial controls by providing strategic alignment, integration of cost-effective and seamless administrative services including accommodations and facilities.
  • Partner with the compliance function on protocols and assist in the development of policies related to legal, ethics and conflicts of interest.
  • Provide/Oversee legal advice, education and counsel to different departments within CMHC to enable sound decision-making and help establish legal procedures for simple legal matters.
  • Remain current on all relevant legal trends, happenings and issues affecting CMHC. Monitor legal developments that may impact or affect CMHC and stay abreast of proposed regulatory changes.

What We Are Looking For

  • A commitment to demonstrating CMHC values.
  • A JD/LLB/BCL degree.
  • An undergraduate degree in business and a postgraduate degree (e.g. LLM, MBA) will be considered a strong asset.
  • A member of the Bar in good standing in Canadian common law and/or civil law province.
  • 10 to 15 years of previous experience (financial services sector will be preferred and unionized environment will be considered as an asset).
  • Demonstrated experience and ability to lead and manage teams in delivering legal services through influence.
  • Ability to develop and communicate a strategic long-term vision and function as a catalyst for organizational change.
  • Demonstrated open and honest communication style with a receptive listener with a customer-service orientation.
  • Strategic perspective abilities to contribute to commercial and business issues.
  • Experience in leading a wide range of legal issues including corporate/commercial, regulatory, real estate, employment, litigation management, securitization, compliance and risk management.
  • A mastery of sophisticated legal principles and concepts across the breadth of the law and a strong understanding of its interfacing with corporate business activities.
  • Demonstrated experience and a record of accomplishment in structuring, negotiating, drafting and closing complex financial and commercial arrangements with a “best for business” mandate.
  • Experience working in an advisory and collaborative capacity with senior executives (internal & external) and ability to liaise/relate with an oversight body as well as a city council
  • Skilled in presenting complex information to influence behaviour, negotiate, and persuade others to take a course of action.
