Position: General Counsel and Freedom of Information Coordinator

Regular Full-Time (1.0 FTE) Days

Program: Legal Services

Location: Royal Ottawa Mental Health Centre


This position is comprised of two separate portfolios.  The role of the General Counsel is to provide quality, timely and cost effective legal services in furtherance of The Royal's objectives and mandate.  In addition, the role is responsible for managing the freedom of information portfolio as per the requirements of the Freedom of Information and Protection of Privacy Act.


Administration of the Legal Services Department

  • The General Counsel leads the Legal Services Department in the achievement of its objectives and monitors its administration in order to ensure proper management and client satisfaction.

Management of the Legal Practice

  • The General Counsel coordinates and manages all aspects of The Royal's legal affairs including labour, employment, commercial, human rights and mental health legal issues and retains/manages external counsel as required.

Provision of Strategic Legal Advice to Management and Leadership

  • The General Counsel anticipates and is proactive in the provision of quality, timely and cost-effective legal services to management, physicians and the senior management team on major corporate legal matters pertaining to areas such as patient safety, contracts, liability, insurance, labour & employment, procurement and forensics and partners with Human Resources with respect to Labour Management, Collective bargaining, contract negotiation, interpretations, and legislative compliance issues.

Management of External Counsel

  • The General Counsel serves as the "gatekeeper" for The Royal's legal issues in determining which legal matters are to be handled internally and those which must be assigned to external counsel. The position monitors the progress of the work being performed by external counsel, communicates legal issues with internal staff and external counsel and coordinates and supervises the services of external counsel for its assigned litigation as well as matters requiring expertise.

 Management of the Freedom of Information Portfolio

  • As the Freedom of Information Coordinator maintains up-to-date awareness of legislation, directives and "best practices" related to the implementation of the Freedom of Information and Protection of Privacy Act  manages/processes incoming freedom of information requests within the legislated timeframe and manages the formal appeal and review process, including compliance investigations by the Information and Privacy Commissioner, Ontario.


  • Works in a manner that is in compliance with staff and client safety practices, policies and procedures of the Royal.
  • Ensures a work environment that is conducive to the Royal's Respectful Workplace/Harassment Free policy.



  • Law Degree (JD or LLB) and membership in good standing of the Law Society of Upper Canada.
  • Fully knowledgeable in the best practices for the legal profession as acquired through certification as a member of the Law Society of Upper Canada.
  • Minimum of 5 - 10 years of experience as in-house counsel.
  • Specialized training in labour, employment, human rights and privacy law.
  • Specific knowledge and experience in the areas of labour/employment, mental health, human rights, privacy and commercial law.
  • Active affiliation with appropriate labour/employment, mental health and in-house counsel networks and organizations.
  • Familiarity with public hospitals is an asset.
  • Experience drafting, reviewing and negotiating a variety of agreements.
  • Experience with developing and advising on corporate policies and best practices.
  • Knowledge of legislation and other legal requirements affecting public hospitals and the broader public sector.
  • Knowledge of provincial privacy and access to information law.
  • Excellent interpersonal skills.
  • Ability to lead and motivate personnel.
  • Ability to serve as a successful participant on the Senior Management Team that provides leadership and direction.
  • Bilingual (French/English) is mandatory. English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression.  French level A+ is mandatory in oral expression, oral comprehension, reading comprehension; and level A in written expression.
