Job Summary

The Supervisor, Business Licensing & Standards is responsible for managing the operations and leading the development of Markham’s municipal licensing & standards programs; providing policy expertise, identifying gaps, and developing policies and recommendations that are aligned with the City’s strategic priorities and digital services transformation objectives.

The Supervisor, Business Licensing & Standards is a part of the Department’s management team, and participates in broader corporate initiatives affecting Licensing, including the integration of new information technologies, corporate and business processes.

Key Duties & Responsibilities

Providing policy expertise, identifying gaps, and developing policies and recommendations that are aligned with the City’s strategic priorities and digital services transformation objectives:

  • Leads the development of regulatory by-laws, policies & procedures & develops enforcement schemes and responses in consultation with enforcement staff;
  • Undertakes research and analysis, interprets trends, challenges & opportunities, drafts policies, procedures, by-laws and reports intended to enhance the efficiency, quality and effectiveness of licensing and regulatory services;
  • Delivers policy advice and/or briefings to senior management, the Executive Leadership Team and/or Council regarding strategic policy renewal and emerging issues;
  • Identifies options, assesses implications and develops implementation strategies for licensing, regulatory by-laws, policies and procedures;
  • Develops and maintains internal and external stakeholder relationships;
  • Undertakes resourcing reviews and prepares recommendations related to licensing and regulatory services/programs;
  • Develops enforcement schemes and response protocols in consultation with enforcement staff; in consultation with enforcement staff, assesses and ensures quality oversight of enforcement activities; and in consultation with enforcement staff, prepares annual and/or seasonal proactive enforcement plans and monitors same on an ongoing basis.

Leads a small team of standards & compliance officers & undertakes general management responsibilities

  • Ensures effective staff performance and development through regular coaching and performance management;
  • Fosters a team environment characterized by mutual respect, accountability and professionalism;
  • Ensures staff roles and responsibilities are based on best practices and efficiency;
  • Develops and implements standard operating procedures, and integrates new technologies into existing processes;
  • Ensures compliance-based and developmental training plans are in place for staff;
  • Prepares annual budget documentation for review by senior staff and reviews monthly variance reports and ensures financial oversight of applicable budget(s);
  • Reviews and responds to a variety of monthly statistical reports and indicators related to operational, financial and service level performance;
  • Develops templates, forms and other tools to ensure process quality/consistency.

Develops compliance, training and education programs for licensees, staff and the public

  • Leads the development of Portal content related to licensing and regulatory services;
  • Develops/manages promotional, educational and training materials and programs for licensees, staff and the public in consultation with Corporate Communications and Community Relations, consultants and other staff;
  • Fosters partnerships and working relationships with key stakeholders, including area municipalities, businesses, community groups and other agencies.


  • Undergraduate degree or college diploma in a related field such as law, legal administration, enforcement services, public administration or business.
  • At least five (5) years of relevant municipal experience, including a senior licensing, regulatory compliance, enforcement, legislative services or related role.
  • Strong analytical, project management and supervisory skills.
  • Well developed strategic policy development skills and experience with regulatory framework development and maintenance.
  • Demonstrated experience in supporting executive decision making and have political acuity to understand critical issues and concerns faced by a variety of stakeholders.
  • Experience providing expert evidence-based policy recommendations and advice that aligns with strategic organizational priorities and key government mandate objectives.
  • Experience undertaking research, formulating and presenting options related to core duties.
  • Experience or involvement with communications, public relations, consultation and/or training initiatives.
  • Ability to multi-task and communicate effectively with a variety of stakeholders.
  • Ability to work under pressure and meet deadlines.
  • Experience with MS Office (e.g., Word, Excel, PowerPoint) and use of databases such as AMANDA.
