THE OPPORTUNITY

As a member of the Senior Management Team this professional position provides legal advice directly to City Council and legal advice to the Leadership Team, Administration and City staff under the general direction of the City Manager.  Additional professional advice is provided on specific projects or initiatives identified by the City Manager or Council.

Key Activities and Accountabilities:

  • ·Provides advice to City Council both in public and "In Camera".
  • ·Provides legal advice to City staff on the initiatives undertaken by the City.
  • ·Seeks, retains and manages external litigation expertise.
  • ·Key participation in land acquisitions, including all aspects of conveyancing in real property matters.
  • ·Active involvement in negotiation, documentation and implementation stages regarding economic development initiatives.
  • ·Advisor and participant in risk management and claims settlement negotiations.
  • ·Corresponds and liaises with lawyers for external parties.
  • ·Provides leadership and guidance to the members of the City Solicitors Department, including Solicitors and Legal Assistants.
  • Solicitor provides advice on procedural requirements to allow substantive decisions of Council and the Administration to withstand challenge. 
  • Signing authorities for the City rely on the Solicitor's opinion that documents submitted for execution have been authorized by the appropriate party.
  • Works in collaboration with other senior officials to ensure proper documentation of City initiatives, adherence to the provisions of the Municipal Government Act and compliance with Council and Administrative policies and procedures.

THE PERSON

  • Experienced legal practitioner with an emphasis on superior Solicitor skills and a minimum of ten years in municipal law, including related fields such as land use planning or administrative law.
  • Solid understanding of corporate hierarchy roles and responsibilities necessary to sustain compliance with the provisions of the Municipal Government Act.
  • Expert understanding of the principles and procedures pertaining to the acquisition and disposal of real estate/land development and contract law is required.
  • Experience in the development and drafting of bylaws and policies would be an asset.
  • Familiarity with FOIP legislation and information technology impacts from a legal perspective would be an asset.
